ARC funds water, sewer, and other basic infrastructure projects to support economic activity. If an infrastructure project will serve only residential customers, the project must be located in an ARC-designated distressed county, with some exceptions allowed for at-risk and transitional counties. The Residential Infrastructure Grants Guidance document details when ARC can award grants in non-distressed counties.
