At 3 p.m. ET on Tuesday, December 17 the Appalachian Regional Commission (ARC) will host a one-hour webinar showcasing the Appalachian Regional Truck Parking Study. This study, commissioned by ARC and completed by CPCS Transcom Inc., brings together the best available data and insights from existing state-level efforts to complete new research into an integrated assessment of truck parking supply, demand, and future needs in the Appalachian Region. The study demonstrates the truck parking needs and issues identified from data analysis and stakeholder outreach in the Appalachian Region.
A Truck Parking Benefit-Cost Analysis (BCA) Spreadsheet Tool was developed as a specialized resource to complement the study. This tool provides ARC partners with a tailored template for conducting benefit-cost analyses of truck parking-related projects, such as new parking capacity or technology and operational improvements.
All Appalachian states will benefit from this presentation as this research aligns with the mission of Appalachian states to enhance transportation across the Region. This study includes a comprehensive analysis of the entire Appalachian Region and presents a variety of recommendations that ARC and its regional partners may consider to improve truck parking conditions in Appalachia. Representatives from economic development agencies, local development districts, State Departments of Transportation, trucking associations, business and trade groups, and those who work in local, regional and state planning across the ARC region are encouraged to attend.

Donald Ludlow is a Vice President and Partner of CPCS and leads its US advisory practice. He has over 20 years of management consulting experience focused on transportation strategy, policy, and operations. Donald has directed cutting-edge truck parking studies for the Ohio, Washington, Utah, Arizona, Delaware, and Maryland DOTs, and he served as Co-Principal Investigator over FHWA’s Jason’s Law Truck Parking Update. Since 2013 he has served as the Freight Operations Instructor at the annual Operations Academy for the National Center for Operations Excellence—where he trains operations professionals on truck parking operations strategies, including technology solutions. He is also a past Chair of the TRB Freight Data Committee and Task Force on Big Data in Freight Transportation.

Jia Yuan is a Senior Consultant specializing in multimodal freight planning, truck parking analysis, and economic impact studies. She is adept at using qualitative and quantitative data to inform the planning process. Besides the Appalachian Regional Truck Parking Study, she is also the CPCS’s lead for an operations-focused truck parking study for Washington State as part of their broader TSMO initiatives; these both represented unprecedented national efforts in terms of detail and scale. Jia has also had coordinating and key analytic roles on multiple state and regional freight planning initiatives including for Ohio, Utah, Nevada, Washington, Minnesota, Ohio, Kansas, and Texas. She holds a Master’s of City and Regional Planning from the University of Pennsylvania.
