POWER Initiative Application Information

The Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative targets federal resources to expand economic opportunities for coal communities by creating high-quality, in-demand jobs, attracting new sources of private investment, and providing comprehensive workforce services and skills training.

This NOSA gives an overview of the ARC’s POWER Initiative, and the requirements for completing a grant application for FY26 funding. Required letters of intent (LOIs) are due May 22, 2026, and full applications are due July 8, 2026.

Step 1

Contact your State Program Manager

Before submitting the required letter of intent (LOI), applicants must email a project summary to the state program manager (SPM) of the state or states impacted by the project proposal. While optional, applicants can use this project summary resource to help summarize their projects for their SPM.

Step 2

Required Letters of Intent

Applicants are required to submit a letter of intent (LOI) via Pathways for both implementation and planning project applications by 5:00 p.m. ET on Friday, May 22, 2026.

Applicants should submit their full applications via Pathways by 5:00 p.m. ET on Wednesday, July 8, 2026.
