Neil Fowler serves as the Executive Director of the Center for Strategic Partnerships at the Pennsylvania Department of Community & Economic Development (DCED). In this capacity, he works with economic and workforce development partners across the Commonwealth to support entrepreneurs and businesses facing challenges as well as opportunities. In Pennsylvania’s 52 Appalachian counties he works closely with Local Development Districts and other partners to identify impactful investments of ARC resources.

Neil serves on the board of the Pennsylvania Rural Development Council and his team at the Center oversees initiatives such as Partnerships for Regional Economic Performance (PREP), Manufacturing PA, and Pennsylvania’s Business Retention and Expansion program know as Engage!
